The Venezuelan migration crisis has displaced over six million people and is the Americas’ largest forced migration. Nearby countries have received the majority of the displaced and initially showed an impressive welcome to Venezuelans, regardless of whether they may be considered migrants, asylum seekers, or refugees. However, host country responses have mainly been uncoordinated, siloed, and impromptu. This paper examines the solidarities and tensions within the individual country responses of Venezuela’s closest Latin American and Andean neighbors: Colombia, Ecuador, Peru, Chile, (...) and Brazil. The number of displaced people leaving Venezuela has steadily increased since 2015 yet limited long term-planning and inclusion of migrants in host communities has led to a growth in xenophobia. Additionally, many Latin American host nations have erected new barriers that make legal entry or residency forms more difficult for migrants to obtain. The COVID-19 pandemic has compounded these issues as host countries grapple with supporting and offering resources to their citizens in addition to migrants. However, some promising regional solutions could be applied in a more coordinated regional approach to help ensure that host countries and IOs supporting them can better extend enduring solidarity and inclusion to Venezuelans. These solutions include longer-term visa options, such as the new Colombian 10-year visa, that can help regularize and include Venezuelans over a prolonged period. A particularly recommended approach would be the regional application of an inventive Latin America humanitarian-orientated accord, the Cartagena Declaration, a forward-thinking concept with a potential that has never been realized. The Cartagena Declaration could offer more comprehensive protection and fairer access to rights beyond temporary measures. (shrink)

This paper examines whether there are moral differences between the mitochondrial replacement techniques that have been recently developed in order to help women afflicted by mitochondrial DNA diseases to have genetically related children absent such conditions: maternal spindle transfer and pronuclear transfer. Firstly, it examines whether there is a moral difference between MST and PNT in terms of the divide between somatic interventions and germline interventions. Secondly, it considers whether PNT and MST are morally distinct under a therapy/creation optic. Finally, (...) it investigates whether there is a moral difference between MST and PNT from a human embryo destruction point of view. I conclude, contra recent arguments, that regarding the first two points there is no moral differences between PNT and MST; and that regarding the third one MST is morally preferable to PNT, but only if we hold a gradualist account of the moral value of human embryos where zygotes have slight moral value. Several objections against the morality of researching or employing mitochondrial replacement techniques have been advanced recently. In this paper, I examine three of these objections and show that they are found wanting. First I examine whether mitochondrial replacement techniques, research and clinical practice, should not be carried out because of possible harms to egg donors. Next I assess whether mitochondrial replacement techniques should be banned because they could affect the study of genealogical ancestry. Finally, I examine the claim that mitochondrial (...) replacement techniques are not transferring mitochondrial DNA but nuclear DNA, and that this should be prohibited on ethical grounds. (shrink)

In this work I present a detailed critique of the dignity-related arguments that have been advanced against the creation of human–nonhuman chimeras that could possess human-like mental capacities. My main claim is that the arguments so far advanced are incapable of grounding a principled objection against the creation of such creatures. I conclude that these arguments have one, or more, of the following problems: they confuse the ethical assessment of the creation of chimeras with the ethical assessment of how such (...) creatures would be treated in specific contexts, they misrepresent how a being could be treated solely as means towards others’ ends, they fall short of demonstrating how humanity’s dignity would be violated by the creation of such entities, and they fail to properly characterise the moral responsibilities that moral agents have towards other moral agents and sentient beings. RESUMEN La medicina tradicional herbolaria desde su evolución hasta la contemporaneidad ha sido objeto de uso para la medicina convencional. Por eso el objetivo del trabajo es describir el comportamiento de la medicina tradicional herbolaria en los sistemas de salud convencionales. Se realizó la búsqueda y análisis documental de numerosas fuentes sobre la temática pertenecientes a las bases de datos SciELO Cuba, SciELO Regional, Science Direct, Clinical Key, Cumed, Lilacslo. Se concluye que la actualidad social registra manifestaciones alentadoras en el (...) campo de la aceptación de la herbolaria como medicina complementaria por el equipo de salud y un renovado interés en el ámbito mundial por estudiar los efectos que tienen las plantas sobre la salud. ABSTRACT The traditional herbalist medicine from its evolution to the contemporaneity has been an object use for the conventional medicine. That's why the objective of the work is to describe the behavior of the traditional herbalist medicine in the conventional health systems. A search and documentary analysis of numerous sources on the subject-matter belonging to the databases SciELO Cuba, SciELO Regional, Science Direct, Clinical Key, Cumed, Lilacslo was carried out. It is concluded that the social actuality registers encouraging declarations in the field of the acceptance of the herbalist as complementary medicine for the team of health and a renewed interest in the world ambience to study the effects that have the plants on the health. Despite the diverse legal approaches towards surrogacy in Europe, there are common socio-legal arguments attempting to legitimise it amongst the European Union member states. Regardless of the prevailing regulation in each country, surrogacy in general is confronted with common criticisms and faces similar obstacles. For instance, the operative definition of altruism is put under question in countries where altruistic surrogacy is permitted. Surrogacy is also considered an attack on a woman’s dignity and a risk to children’s welfare. Behind such claims, (...) however, rests the common yet unsubstantiated belief in a natural maternal instinct. Furthermore, a clear misunderstanding about the bonding theory still persists. Common debates around surrogacy in Europe show us that, beyond the national margin of appreciation, surrogacy challenges basic definitions of motherhood, filiation and family. These challenges are deeply permeated by gender stereotypes which partially explain the national similarities among the legal diversities. (shrink)

We analyze the dynamics of repeated interaction of two players in the Prisoner's Dilemma under various levels of interdependency information and propose an instance-based learning cognitive model to explain how cooperation emerges over time. Six hypotheses are tested regarding how a player accounts for an opponent's outcomes: the selfish hypothesis suggests ignoring information about the opponent and utilizing only the player's own outcomes; the extreme fairness hypothesis weighs the player's own and the opponent's outcomes equally; the moderate fairness hypothesis weighs (...) the opponent's outcomes less than the player's own outcomes to various extents; the linear increasing hypothesis increasingly weighs the opponent's outcomes at a constant rate with repeated interactions; the hyperbolic discounting hypothesis increasingly and nonlinearly weighs the opponent's outcomes over time; and the dynamic expectations hypothesis dynamically adjusts the weight a player gives to the opponent's outcomes, according to the gap between the expected and the actual outcomes in each interaction. When players lack explicit feedback about their opponent's choices and outcomes, results are consistent with the selfish hypothesis; however, when this information is made explicit, the best predictions result from the dynamic expectations hypothesis. The two authors of this paper have diametrically opposed views of the prevalence and strength of adaptation in nature. Hendry believes that adaptation can be seen almost everywhere and that evidence for it is overwhelming and ubiquitous. Gonzalez believes that adaptation is uncommon and that evidence for it is ambiguous at best. Neither author is certifiable to the knowledge of the other, leaving each to wonder where the other has his head buried. Extensive argument has revealed that each author (...) thinks his own view is amply supported by both theory and empirical evidence. Further reflection has revealed that the differences in opinion may start with the different disciplines in which we work: evolutionary ecology for Hendry and community ecology for Gonzalez. In the present paper, we each present devastating evidence supporting our own position and thus refuting that of the other. We then identify the critical differences that led to such opposing views. We close by combining our two perspectives into a common framework based on the adaptive landscape, and thereby suggest means by which to assess the prevalence and strength of adaptation. (shrink)

Introduction Currently, The nature and scope of Clinical Ethics Protocols in Madrid are not well understood.Objectives The main objective is to describe the features of ‘guideline/recommendation’ type CEPs that have been or are being developed by existing Clinical Ethics Committees in Madrid. Secondary objectives include characterisation of those CECs that have been the most prolific in reference to CEP creation and implementation and identification of any trends in future CEP development.Methods We collected CEPs produced and in process by CECs accredited (...) in the public hospitals in Madrid, Spain, from 1996 to 2008.Results CECs developed 30 CEPs, with 10 more in process. The most common topic is refusal of treatment . If CEPs addressing terminal illness, Do-Not-Resuscitate orders and advance directives are placed into a separate ‘ethical problems at the end of life’ category, this CEP subject emerges as the most common . There is a relationship between the age of the CEC and the development of CEPs . CECs now seem to be more likely to engage in CEP development.Conclusions The CECs in Madrid, Spain, have developed a significant number of CEPs and there is a trend towards continued development. The most frequent topics are ethical problems at the end of life and refusal of treatment by the patient. (shrink)

In this paper I argue that defeasible inferences are occasion-sensitive: the inferential connections of a given claim depend on features of the circumstances surrounding the occasion of inference. More specifically, it is an occasion-sensitive matter which possible defeaters have to be considered explicitly by the premises of an inference and which possible defeaters may remain unconsidered, without making the inference enthymematic. As a result, a largely unexplored form of occasion-sensitivity arises in inferentialist theories of content that appeal to defeasible inferences.

In the recently published 1924 course, Grundbegriffe der aristotelischen Philosophie, Martin Heidegger offers a detailed interpretation of Aristotle's definition of kinesis in the Physics. This interpretation identifies entelecheia with what is finished and present‐at‐an‐end and energeia with being‐at‐work toward this end. In arguing against this interpretation, the present paper attempts to show that Aristotle interpreted being from the perspective of praxis rather than poiesis and therefore did not identify it with static presence. The paper also challenges later variations of Heidegger's (...) interpretation, in particular his account of dunamis in the 1931 course on Metaphysics Theta, which insists that its mode of being is presence‐at‐hand. By arguing that this reading too is untenable, the paper concludes that Aristotle's metaphysics is not a metaphysics of presence and that his texts instead point toward a possibility of metaphysics ignored by the attempts of Heidegger and others to overcome it. El objetivo del trabajo fue fundamentar las bases teóricas que sustentan la importancia del trabajo independiente en el proceso de enseñanza aprendizaje en la Educación Médica Superior, así como aspectos relativos a su concepción, requerimientos y formas de aplicación. Se realizó un estudio bibliográfico acerca del tema y se llegó a las siguientes conclusiones: el trabajo independiente es un medio de organizar metodológicamente la actividad cognoscitiva independiente de los estudiantes que se expresa a través de un conjunto de tareas y (...) puede utilizarse durante la actividad docente y fuera de ella, así como en cualquiera de las formas de organización de que se trate. Es imprescindible que se tengan en cuenta al organizar el trabajo independiente las etapas de la actividad humana: planificación, orientación, ejecución y control. El trabajo independiente es un factor importante para estimular la independencia de los futuros profesionales de las Ciencias Médicas por lo que su perfeccionamiento exige al profesor una alta profesionalización de sus acciones. The objective of the work was to stablish the theorical bases that sustain the importance of the independent work in the teaching learning process in the medical education, as well as, relative aspects to its conception, requirements and application forms. A bibliographical study about the topic was carried out reaching the following conclusions the independent work is a way of organizing methologically the independent cognitive activity of the students that is expressed through out a group of tasks and it can be used during the teaching - learning in and out of the classroom; as well as in any of the forms of teaching organization. It is indispensable when organizing the independent work of the students to keep in mind the different stages of the human activity planning, orientation, execution and control. The independent work is an important factor to stimulate the independent of the future professionals of the medical sciences that is why its improvement demands a higher professionalism of its actions. El objetivo del presente trabajo es poner en diálogo la filosofía poliana del límite mental con el criticismo de Kant. Mantengo que por comenzar desde el hecho de que ellos toman el mismo método como tema, ambas posiciones teóricas están interconectadas. La limitación del conocimiento, el problema de su fundamentación, y la antropología que responde a ambas cuestiones será objeto de estudio del presente artículo.

Abstract Does Duns Scotus identify the natural will with the affectio commodi ? This identification has become the standard view. In this paper, I will challenge this view through an analysis of some key texts. The main thesis of the paper is that Scotus allows for two scenarios related to the will's dual affections. The first is the real situation of the created will: the will is a free potency and possesses two affections. The second is a hypothetical case; Scotus (...) suggests the fictive case of a will that only possesses the affectio commodi . Accordingly, it can be concluded that: ( i ) when considering the will in its real condition, both affections belong to the will's free appetite; ( ii ) in the hypothetical case the natural will, the intellectual appetite and the affectio commodi are all identified; ( iii ) in the real condition of the will, the natural will is a passive inclination to receive perfection. Lakatos’s approach to prediction and novel facts is of considerable interest. Prediction appears in his conception in at least three different levels: a) as an important aim of the research programs; b) as a procedure -a key method- for increasing our scientific knowledge both theoretically and empirically; and c) as the way to assess the scientific character of knowledge claims -means for evaluating results-. At all these levels he envisions a close connection between prediction and novel facts. The paper has (...) four aims. First, to examine his concept of “prediction” in Lakatos’s MSRP, taking into account different aspects. Second, to clarify the notion of “novel facts”, which requires the consideration of the various ways in which new facts can be understood. Third, to examine the prediction of novel facts as criterion of appraisal. Fourth, to explore Lakatos’s approach in connection with the field of economics, in order to shed new light on issues that have been discussed in recent years. (shrink)

As a rapidly growing field of study, social entrepreneurship is increasingly receiving attention from scholars and practitioners because social ventures have the potential to contribute to economic growth and social innovation. Surprisingly, the role of leadership in social venture growth has received very limited attention. One reason for this omission may be that entrepreneurship and leadership evolved as separate domains. Applying leadership theory to social ventures can help scholars and managers understand how social entrepreneurs can manage the environmental risks, dual (...) mission, and legitimacy issues of social ventures. Our goal for this conceptual paper is to describe how social entrepreneurs can align employees with the seemingly inconsistent goals of social and economic value creation to improve venture performance. We do so by concentrating on a leadership style applicable to their dual mission—servant leadership. Drawing from theoretical underpinnings and examples from single case studies, we offer a research framework and related propositions that delineate how servant leadership style affects social venture performance through the perception of work meaningfulness, well-being, and job engagement. We contribute to theory building by uncovering how social entrepreneurs can share their personal passions, values, and obligations with their employees and inspire them to meet their dual mission, paying attention to the context of social ventures and the attributes of the employees they attract. We also discuss theoretical and practical implications for social entrepreneurship and offer future research directions. (shrink)

How distinct is European philosophy of science? The first step is to characterize what is or might be considered as ‘European philosophy of science’. The second is to analyse philosophy of the social sciences as a relevant case in the European contribution to philosophy of science. ‘European perspective’ requires some clarification, which can be done from two main angles: the historical approach and the thematic view. Thus, there are several structural and dynamic things to be considered in European philosophy of (...) science and compare with other conceptions: the topics discussed; the contents proposed; and the style of thought used. The case of philosophy of the social sciences is relevant for the historical approach and for the thematic view. Historically, the Erklären–Verstehen methodological controversy arose in this continent, where the main authors and most of the influential approaches are located. The universally recognized backbone of molecular biology describes the flow of genetic information from deoxyribonucleic acid (DNA) to ribonucleic acid (RNA) to protein or gene product, that is, DNA is transcribed into another nucleic acid (RNA), which is single stranded, next some types of RNA are in turn translated into proteins. Translation of nucleic acids to proteins is literally a translation from the genomic language to the metabolic language. Codons formed of a sequence of three nucleic acids summon a specific (...) amino acid. Translation from codons to proteins, that is, protein synthesis, takes place by specialized machinery comprising mRNA, ribosomes, and free amino acids. Inferring the structure of DNA opened the door for tremendous advances in understanding the role of genes in creating life, directing replication, and ongoing metabolic processes responsible for maintaining life at both the cellular and organism level. In this article we propose to carry out an examination of the notions of ‘other’ based on the philosophical proposals of Maurice Merleau-Ponty and Maurice Blanchot. It seeks to show the common point between both thoughts, from a proposal in which the other is understood as a dislocation, which manifests itself in the way of an opening. For this reason, the notion of opening becomes the central element of this analysis, from which the other manifests itself in an ambiguous way. (...) La didáctica de las ciencias es cada vez más activa, por lo que una metodología ampliamente utilizada es el Aprendizaje Basado en Problemas (ABP). Este método implica la resolución de un problema, la que se recoge en un informe denominado Informe de resolución de problemas (IRP). Para los estudiantes esta tarea representa un gran desafío, ya que implica actuar y expresarse del modo en que lo harían los expertos en el área. Es debido a esta dificultad que se hace imprescindible (...) la orientación de los tutores a través de la retroalimentación. Existen distintos tipos y modos de retroalimentar, lo que generará un impacto en el desempeño de los estudiantes. Analizamos los comentarios evaluativos que entregan las especialistas a los estudiantes que elaboran un IRP, tanto en un borrador como en la versión final del escrito. A partir de la clasificación de comentarios escritos de Arancibia, Tapia-Ladino & Correa (2019), realizamos un análisis de los tipos y modos de comentarios evaluativos y cómo el objeto influencia el modo. Los resultados indican que, a la hora de retroalimentar, en el primer borrador las docentes centran su atención en la superficie más que en el contenido y el modo predominante es a través de órdenes. En la versión final, la retroalimentación se dirige más bien al contenido y las evaluaciones positivas y negativas aumentan. Se infiere que en la medida que los comentarios evaluativos promuevan la adecuación al género, los estudiantes se insertarán más fácilmente en la comunidad a la que han ingresado. (shrink)

En el presente trabajo nos hemos propuesto la factura de una exposición sucinta en torno a la crítica contra la metafísica clásica desde la perspectiva de Eduardo Nicol. Puede decirse que, desde el punto de vista de nuestro autor, la característica básica de la metafísica ha consistido en el soterramiento del ser, es decir, la metafísica clásica, de alguna u otra manera, ha versado acerca de un ser atemporal y oculto. El ocultamiento del ser ha estado íntimamente ligado al olvido (...) del tiempo y al endiosamiento de la razón; justo por esto Nicol se propone ahora una recuperación de la visibilidad del ser en aras de un contradiscurso del método. Los discursos que circulan en los medios de comunicación son fundamentales para la construcción de la opinión pública, en la medida que informan sobre los hechos y opiniones relevantes de la vida social. En este sentido, la libre circulación de la opinión es esencial en una democracia. En esta investigación describimos el flujo de opinión sobre un tema de interés público en diversos géneros periodísticos para comprender su contribución al debate público. Entendemos por flujo de opinión el conjunto de puntos (...) de vista que circulan en el espacio público en torno a un mismo tópico. A diario, la prensa publica las opiniones de periodistas, expertos, académicos, políticos u otros actores sociales que escriben directamente en los diarios o son citados por otros, accediendo de esa forma al espacio público. Un tema sensible para la opinión pública chilena ha sido el cuestionamiento al sistema previsional que, por su complejidad y amplitud, nos ofrece una buena oportunidad para el estudio de la participación de la prensa en el debate público. La prensa matutina nacional chilena reúne a 4 diarios que tienen circulación en papel: El Mercurio, La Tercera, Las Últimas Noticias y La Cuarta. Para cumplir nuestro objetivo, trabajamos sobre un corpus de 244 textos de diversos géneros periodísticos recolectado durante 30 días, circunscritos a dos eventos de protesta contra el sistema de pensiones que marcaron la agenda social y mediática. Los resultados nos muestran una completa descripción del flujo de opinión de los diarios frente a este tema, relevando las voces que fueron representadas en el debate y los temas que fueron problematizados por género. Asimismo, se puede apreciar el sesgo sistemático de los diarios en su contribución al debate público frente a este tema. (shrink)

El presente texto es una colección de ensayos que giran en torno a la polémica obra del filósofo francés Jean Paul Sartre (1905-1980). Como bien se hace notar en la introducción del libro, este no es un intento apologético, sino más bien crítico. Por ello, el autor lejos de reafirmar lo que ya el pensador existencialista ha dicho, se centra en uno de los puntos más contradictorios de su obra: la relación de la muerte con la libertad humana. Para ello, (...) se examinan las principales teorías que, a su juicio, han participado en la conformación de lo que entendemos por muerte. Y junto a esta tradición, analiza también las actitudes respecto a ese concepto desde el sentido común y las ciencias modernas. En el segundo capítulo introduce y contextualiza el momento específico en que emergió el existencialismo. Y concluye con su específica crítica al pensador francés desde la obra El ser y la nada. Abstract:In the last two decades, Spain’s general music education curriculum has moved beyond the exaltation of so-called Western art music to also include some instances of non-Western musical traditions. This process of diversification is often articulated as entirely positive. The present paper interrogates such discourses, following a post-structural, socio-historical approach. It looks into the circumstances surrounding the emergence of Spain’s multicultural music education as a field of study, paying special attention to the inherent limitations and (contradictory) effects it produced. It (...) argues that, despite its progressive-sounding rhetoric, Spain’s multicultural music education still draws on age-old colonial discourses that pin the Self and the Other against each other. Following this line of inquiry, the paper then unpacks the emergence of the notions of music and schooling, as well as Spain’s recent move toward deregulating music and the arts as school subjects. Interspersed, the paper includes brief critical discourse analyses of policy documents and scholarly texts to exemplify its main points. (shrink)

The development of the Area of Freedom, Security and Justice has transformed the European Union and placed fundamental rights at the core of EU integration and its principles of mutual recognition and trust. The impact of the AFSJ in the development of an EU standard of fundamental rights, which has come to the fore since the Treaty of Lisbon, is a topic of great theoretical and practical importance. This is the first systematic academic study of the AFSJ and its implications (...) from the point of view of fundamental rights. The contributions to this collection examine the normative and jurisprudential development of the AFSJ in order to assess its effects on the overall construction of the scope and standards of protection of EU fundamental rights in this particularly complex and sensitive field of integration.
